Strong winds and nonstop rain continued to pound large parts of Luzon and the Visayas on Monday as Super Typhoon Uwan brought severe weather across the country. In response, the Development Bank of the Philippines (DBP) temporarily closed several branches and shortened banking hours in others to ensure the safety of employees and clients.
Following Malacañang’s Memorandum Circular No. 106, s. 2025, DBP announced that over 50 branches and branch-lite units (BLUs) will be closed on November 10, 2025, due to the typhoon. Among those affected are DBP branches in Baguio, Batangas, Cabanatuan, Catbalogan, Clark, Legazpi, Masbate, Ormoc, Tarlac, Tuguegarao, Valenzuela, Vigan, and Virac. Branch-lite units in areas such as Aroroy, Pinamalayan, San Jose del Monte, and The Bunker in Balanga, Bataan are also temporarily closed.
Meanwhile, DBP branches in key Metro Manila areas—including Alabang, Makati, Mandaluyong, Manila, Marikina, Pasig, Quezon City, Taguig, and Parañaque—will operate on shortened hours, closing at 12:00 noon. The DBP Financial Center will also end operations earlier, at 11:00 a.m.
The bank clarified that its Bogo branch in Cebu is closed due to separate operational issues unrelated to the typhoon. All other DBP branches and offices not mentioned in the advisory remain open from 8:30 a.m. to 3:30 p.m. to serve clients.
DBP reminded the public that its online services and automated teller machines (ATMs) remain operational for essential transactions such as fund transfers, deposits, and withdrawals. Customers are also encouraged to check the updated list of open branches on the official DBP website at www.dbp.ph.
The state-run bank assured its clients that it continues to monitor the situation and coordinate with local authorities as Typhoon Uwan moves across northern Luzon. “The safety and welfare of our employees and clients remain our top priority. We encourage everyone to stay indoors and use our digital banking channels while the weather remains dangerous,” the bank said in its public statement.
Typhoon Uwan, locally known as #UwanPH, has forced widespread work suspensions in both public and private sectors across Luzon. PAGASA earlier issued tropical cyclone warnings up to Signal No. 4 in some northern provinces, warning of possible flooding, landslides, and power outages. The National Disaster Risk Reduction and Management Council (NDRRMC) continues to monitor affected areas and coordinate rescue operations.
For customer assistance, DBP’s Customer Experience Management Department remains available from Monday to Friday, 8:30 a.m. to 5:30 p.m., through email at customerservice@dbp.ph. For urgent concerns such as lost cards or ATM issues, clients may contact the 24/7 hotline at (02) 8-812-6378 or the domestic toll-free number 1-800-10-327-8888.
DBP assured the public that normal banking operations will resume as soon as weather conditions improve and safety is guaranteed in affected areas.
