In homes across the Philippines, pet owners worry when their dogs or cats show unusual behavior or bite someone. The fear of rabies is real—it is nearly always fatal once symptoms appear. But the Bureau of Animal Industry (BAI) is warning the public: do not rely on unverified “Rapid Test Kits” that claim to detect rabies instantly.
BAI, following guidance from the World Organisation for Animal Health (WOAH), says no rabies rapid test kit is currently approved by the Food and Drug Administration (FDA) in the Philippines. These kits, which use saliva or blood to deliver quick results, are unreliable and unsafe. They can produce false negative results, meaning the test shows the animal is rabies-free even when it is not. This can put both humans and animals at serious risk.
“While we understand the desire for immediate answers, especially after a bite or unusual illness in pets, rabies requires accurate diagnosis to prevent loss of life,” BAI said.
The agency emphasizes that the only proven methods to confirm rabies are the Direct Fluorescent Antibody Test (DFAT), as well as dRIT and PCR tests. These examine brain tissue from the animal and are considered the “gold standard.” Although these tests require the animal to be deceased, they provide accurate results and guide proper post-exposure treatment.
BAI also reminds pet owners of the Anti-Rabies Act of 2007 (Republic Act No. 9482), which mandates regular rabies vaccination, responsible pet ownership, and immediate consultation with a licensed veterinarian after any bite incident.
For public safety, rabies testing using the correct procedures is available free of charge at the BAI-Animal Disease Diagnosis and Reference Laboratory (ADDRL) and regional laboratories (RADDL). Samples should be handled and sent only by trained personnel to avoid accidental infection. BAI-ADDRL accepts properly endorsed samples 24/7.
Pet owners are urged not to diagnose rabies at home or rely on unverified rapid tests. Always consult a licensed veterinarian to protect your family, your pets, and your community.
