Early morning in the towns of Caraga, local fiber farmers gather around drying abaca leaves and bundles of processed fiber, hopeful that their hard work will translate into better income. Their dedication is now being supported by a team from the Philippine Fiber Industry Development Authority (PhilFIDA), which is working to ensure that government programs reach the farmers effectively.
Under the leadership of Executive Director Arnold “Ali” I. Atienza, PhilFIDA’s Regional Office XIII conducted a thorough monitoring and evaluation mission across the Caraga Region. The team visited Agusan del Norte, Agusan del Sur, Surigao del Norte, and Surigao del Sur to check on Programs, Projects, and Activities (PPAs) aimed at improving the lives of local fiber farmers.
The inspection focused on several key areas. Officials assessed how well local government units distributed planting materials, checked whether post-harvest machinery and infrastructure were properly functioning and used, and identified opportunities for improving project implementation. These steps ensure that government support translates into practical benefits for farmers.
Leading the mission on the ground was OIC-Regional Director Samuel M. Nacino, Jr., along with OIC-TAU Head Phoebe Grace C. Colonia and the technical team from RO XIII, which included Joel M. Portigo, Psymie Madel F. Ceballos, Engr. Rene D. Ibarra, Jr., Vincent Paul M. Ngilangil, and Mark Oliver P. Mendez. From the Central Office, OIC-Chief of Technical Assistance Division Maritess M. Puspus and Carlo D. Alfaro joined the visit, highlighting the strong collaboration between national and regional teams.
A key highlight of the mission was the team’s participation in reviewing the Feasibility Study for Abaca Corregidor in Marihatag, Surigao del Sur. Officials provided feedback to ensure that proposed expansion initiatives are based on reliable data and strategic planning, making sure that investments in the fiber industry are both practical and sustainable.
PhilFIDA’s work aligns with the broader agenda of agricultural modernization promoted by President Ferdinand Marcos Jr. and Department of Agriculture Secretary Francisco Tiu Laurel Jr. By monitoring projects and providing technical guidance, the agency strengthens its commitment to building a resilient and globally competitive Philippine fiber industry.
For local fiber farmers, such oversight and support mean better access to quality planting materials, functioning equipment, and guidance on best practices.
