As the Philippine flag was raised under the morning sun, applause filled the National Ecology Center in Manila. Government workers stood proudly as their hard work, often done quietly behind the scenes, was finally brought to the spotlight.

On January 19, the Department of Environment and Natural Resources–National Capital Region (DENR-NCR) honored its most outstanding employees during the PRAISE Awards, held alongside the agency’s weekly flag-raising ceremony. The event recognized dedication, excellence, and service that go beyond daily duty, reminding everyone that public service is built on people who care deeply about their work and the communities they serve.

The ceremony was led by Regional Executive Director Atty. Michael Drake P. Matias, together with OIC Assistant Regional Directors Ma. Teresa G. Aquino for Management Services and Engr. Henry P. Pacis for Technical Services. Also present was Administrative Division Chief Jan S. Bautista. Agency officials praised awardees for their commitment to environmental protection, disaster preparedness, and professional growth.

One of the key awardees was Christopher C. Villarin, Chief of the Protected Areas Management and Biodiversity Section. He received the Best Re-Entry Action Plan Award and was also recognized as Top 4 performer in the Specialized Course on Protected Area Management, Class 1002–Pangolin. The course was held at the Environment and Natural Resources Academy in Nueva Ecija in 2025.

Villarin’s recognition highlights the importance of strong leadership in protecting biodiversity and managing the country’s protected areas. These roles are critical, especially as the Philippines faces increasing threats from climate change, urban expansion, and environmental degradation. Well-trained and committed leaders help ensure that conservation policies translate into real action on the ground.

The PRAISE Awards also honored the DENR-NCR Evacuation Team for their outstanding work in disaster preparedness. Team members Heracleo D. Lagagrada Jr., Manuel Bryan D. Castor, Marco Antonio P. Caguña, John Angelo A. Yabillo, Jonathan A. Lambiquit, and Carl Wilhelm C. Eucogal were recognized for successfully planning and conducting earthquake drills throughout the past year.

Their efforts improved disaster awareness and readiness among DENR-NCR employees, an important achievement in a country located along the Pacific Ring of Fire. Regular drills help save lives by ensuring that workers know what to do when strong earthquakes strike, reducing panic and confusion during real emergencies.

Another highlight of the ceremony was the Special Award given to Atty. Charles Kenneth A. Aguinaldo of the Legal Division. He was recognized for passing the 2025 Philippine Bar Examination, a milestone that reflects years of discipline, sacrifice, and dedication. His achievement also strengthens the agency’s legal capacity in enforcing environmental laws and policies.

Through the PRAISE or Program on Awards and Incentives for Service Excellence, DENR-NCR continues to encourage innovation, professionalism, and integrity among its employees. The program serves as a reminder that good governance begins with motivated public servants who feel valued and supported.

As the ceremony ended, the message was clear: behind every policy, program, and environmental project are individuals who choose to serve with excellence. Recognizing their efforts not only boosts morale but also inspires others to give their best for the environment and the Filipino people.
