Under a winter sky in Berlin, global agriculture leaders gathered to discuss solutions for a future where water scarcity and food security are increasingly critical. From January 14 to 17, 2026, the Department of Agriculture (DA) represented the Philippines at the 18th Agriculture Ministers’ Conference during the Global Forum for Food and Agriculture (GFFA), emphasizing sustainable water use and climate-smart farming.
The Philippine delegation was led by DA Undersecretary for Operations and Agri-Fisheries Mechanization and Rural Credit, Engr. Roger V. Navarro, joined by Bureau of Soils and Water Management (BSWM) Director Dr. Gina Parde-Nilo and Engr. Patrick Benson B. Espanto. The team was supported by officials from the Philippine Embassy in Berlin, including the Agricultural Attaché.
The forum, themed “Water. Harvests. Our Future,” focused on sustainable water management, strengthening the blue bioeconomy, resolving competing uses of water, and improving international governance of water resources. During the Senior Officials’ Meeting on January 15, Director Nilo helped finalize a draft communiqué aimed at enhancing global water and food security.
The highlight came on January 17 when 59 agriculture ministers delivered short speeches outlining their national commitments. In his two-minute address, Undersecretary Navarro showcased the Philippines’ efforts in promoting water-efficient and climate-resilient farming. He highlighted initiatives such as solar-powered irrigation systems, rainwater harvesting, drought mitigation programs, sustainable land management technologies, and strengthening agri-aqua systems to boost the blue bioeconomy. He also emphasized legislative measures for effective water resources management.
The Philippines’ participation at the GFFA reflects its commitment to modernizing agriculture while ensuring sustainability. By sharing innovations and learning from global partners, the DA aims to improve water use efficiency, safeguard harvests against climate risks, and support farmers in building a resilient food system.
The forum concluded with a communique outlining concrete actions for member countries to secure water and food resources for the future. These discussions will help guide the Philippines’ ongoing programs to strengthen the agriculture sector amid climate challenges.
