This week, the Philippine Coconut Authority (PCA) Visayas Cluster marked a major step toward that goal after officially earning the ISO 9001:2015 Quality Management System certification. The certification was granted by TÜV SÜD PSB Philippines Inc. and covers the entire PCA Visayas Cluster, including PCA Western Visayas, PCA Region VII, and PCA Caraga.
The recognition makes PCA Visayas the first full regional cluster within the agency to achieve ISO 9001:2015 certification. The standard is internationally recognized and focuses on consistent, efficient, and transparent management systems in organizations.
The certificate was formally received in Quezon City by PCA officials led by Regional Manager Neil J. Melencion of Region VI, Acting Regional Manager Aurora L. Paquibot of Region VII, and Acting Regional Manager Rosario A. Tolibas of Region VIII. Officials said the milestone reflects years of effort to improve internal systems and frontline services for coconut farmers.
ISO 9001:2015 certification means that an agency follows clear procedures, documents its processes, and regularly checks its performance to ensure quality service. For PCA Visayas, this translates into more organized operations, reduced delays, and clearer accountability across offices.
According to PCA, the certification is part of a wider reform program called the “Quality Management Era” under the leadership of Administrator and Chief Executive Officer Dr. Dexter R. Buted. After PCA obtained ISO certification at the national level in 2024, the current goal is to expand the system across all offices and regions.
Officials stressed that the move is not just about meeting international standards, but about improving day-to-day transactions that affect coconut farmers and industry stakeholders. These include the processing of permits, release of clearances, and implementation of government-funded programs and projects.
