As the national flag was raised on Monday morning, a quiet moment of pride filled the hall as 19 employees stood ready to take on new responsibilities. For many, the ceremony marked years of service finally recognized, and a renewed commitment to public duty.
National Tobacco Administration (NTA) Administrator and Chief Executive Officer Belinda S. Sanchez led the blended oath-taking rites of 19 newly promoted and newly appointed employees following the regular flag-raising ceremony on December 15, 2025. The event was held at the NTA Central Office and was witnessed by top management officials, department managers, and fellow employees.
In her message, Sanchez congratulated the employees and reminded them that promotion in public service is not only a reward but also a responsibility. She emphasized the importance of integrity, professionalism, and dedication in serving farmers, stakeholders, and the Filipino public.
“These promotions are a recognition of your hard work and competence,” Sanchez said. “But more than that, they are a call to serve with greater accountability and commitment.”
Among those promoted at the Central Office were Market Specialist IV Renzo Vien C. Reas, Budget Officer IV Russel R. Rutab, Supervising Cashier Merilene V. Sansano, Human Resource Management Officer III Gerald C. Guzman, and Information System Analyst I John Caezar V. Albano. Other promoted and appointed employees from different units also took their oath during the ceremony.
The oath-taking followed a blended format, allowing participation while observing proper office protocols. Officials said this approach reflects the agency’s effort to adapt to modern workplace practices while maintaining the importance of formal rites in government service.
NTA officials noted that promotions are based on merit, performance, and compliance with civil service rules. They said strengthening human resources is essential to improving the agency’s programs and services, especially those that support tobacco farmers and workers nationwide.
The National Tobacco Administration plays a key role in implementing policies and programs for the tobacco industry, including farmer assistance, livelihood support, and industry regulation. With increasing challenges in agriculture, such as rising production costs and climate risks, capable and committed personnel remain vital to fulfilling the agency’s mandate.
