On September 8, 2025, the Civil Service Commission (CSC) awarded the NMIS with the PRIME-HRM Bronze Award (Maturity Level II), acknowledging its strong performance in managing human resources. The award was handed over by CSC Director Claudia Abalos-Tan during a ceremony at the NMIS SHE Hall in Visayas Avenue.
This recognition affirms that NMIS has successfully met all indicators under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM), a national framework that helps improve the way government agencies manage people.

The PRIME-HRM Maturity Level II award covers four key areas of human resource work:

According to the CSC, NMIS has shown consistent adherence to civil service laws and has put in place a reliable system for managing HR records, issuing appointments, and ensuring transparency in promotions and personnel actions.
Director Tan congratulated NMIS for becoming a model government agency and encouraged the team to sustain its reforms. “This award is not just a recognition of what you’ve done so far. It’s also a call to continue improving and setting an example for other agencies,” she said.
Leadership, teamwork, and public trust
Dr. Roberto S. Umali, Officer-in-Charge and Executive Director of NMIS, praised the entire workforce for helping the agency reach this milestone.
“This Bronze Award reflects our agency’s commitment to building a culture of excellence, professionalism, and continuous improvement in public service,” said Dr. Umali.
He emphasized that while NMIS is mainly known as the government’s watchdog for safe and clean meat, this award proves it is also serious about taking care of its own people—training them well, recognizing their efforts, and helping them grow in their careers.
Strengthening public service from the inside out
The CSC’s PRIME-HRM program encourages agencies to go beyond basic compliance and invest in their human capital. Agencies that reach Maturity Level II are seen as having stable systems in place, backed by data, internal policies, and ongoing capacity building.
Earlier this year, NMIS officially passed the assessment and was declared eligible for the award under CSC Resolution No. 2500876.
This latest recognition places NMIS among a select group of agencies leading the way in government human resource reform. More importantly, it reassures the public that the people working behind food safety and meat inspection are also being trained and managed to the highest standards.

As the agency continues its work to ensure safe meat for all Filipinos, the NMIS leadership says it will also stay committed to improving internal systems and supporting its staff.
