STA. IGNACIA, TARLAC – Under the heat of the midday sun, farmers gathered with hope and questions in their hearts, seeking answers about where their harvests would go—and if they would be fairly compensated.
The National Food Authority (NFA) Tarlac, in partnership with the local government of Sta. Ignacia, held a Ugnayan Activity to connect directly with local rice farmers amid the ongoing harvest season. The goal: to listen to their concerns and provide clear information about the palay procurement process.
The forum was a chance for farmers to raise issues they currently face—such as low buying prices, delayed payments, and rising production costs—while NFA officials explained how the agency works to protect farmers’ interests during the harvest season.
Clearer Guidelines on Selling Palay
During the session, the NFA laid out the steps and requirements for farmers who wish to sell their palay to the agency. These include the needed documents, moisture content standards, and current buying prices.
The agency also explained the benefits of selling to the NFA, including:

This Ugnayan is part of the “New NFA” initiative under the Bagong Pilipinas campaign. The program aims to make the agency more transparent, responsive, and farmer-centered. By holding direct dialogues, the NFA hopes to build stronger partnerships with farmers, improve service delivery, and ensure that government support truly reaches the grassroots.
Farmers were also encouraged to give feedback to improve the agency’s systems. Their suggestions and complaints were received openly by officials present at the meeting.

As challenges in agriculture continue to rise—from climate change to fluctuating market prices—efforts like these signal a renewed commitment to helping Filipino farmers not just survive, but thrive.
With consistent communication and better access to government programs, many farmers in Tarlac say they feel more informed and empowered to make decisions for their livelihood.
“Kung may kausap kami na kagaya ng NFA, hindi kami nangangapa,” said one farmer after the activity. “At least ngayon, alam namin kung paano ibenta ang palay nang hindi malulugi.”
The NFA assured the farmers of Sta. Ignacia that their concerns would be relayed to higher offices and that future activities will continue to support them throughout the agricultural season.
