On a busy weekday in Manila, government workers and citizens lined up to process permits, pay fees, and complete transactions that once meant long waits and stacks of paper. Today, many of these services are slowly moving online, promising faster and safer payments for Filipinos across the country.
In line with this shift, LANDBANK of the Philippines has strengthened its drive to expand digital payment acceptance in government services by sealing a strategic partnership with global payments firm Visa. The signing ceremony was held on November 28, 2025, at the LANDBANK Plaza in Malate, Manila.
The partnership was led by LANDBANK President and Chief Executive Officer Lynette V. Ortiz and Visa Philippines Country Manager Jeffrey Navarro. The collaboration aims to widen access to secure, reliable, and efficient digital payment options across key government platforms, including Link.BizPortal and eGov.ph.
These platforms allow citizens to pay for government services such as permits, licenses, and other fees online. By integrating Visa’s digital payment solutions, more Filipinos—including those outside major cities—can use debit and prepaid cards to complete transactions without the need for cash or physical visits to offices.
LANDBANK said the initiative supports the national government’s push for a cash-lite and digitally inclusive economy. For many families, especially those from low- to middle-income households, digital payments reduce travel costs, save time, and lower the risks linked to carrying cash.
“Digital payments make government services more accessible and transparent,” the bank said in a statement. “This partnership helps ensure that Filipinos can pay safely and conveniently, whether they are in urban centers or rural areas.”
Visa, for its part, highlighted the importance of working with government institutions to promote financial inclusion. With more Filipinos now owning bank accounts and using mobile devices, digital payments are becoming a practical option for everyday transactions.
The move comes as the Philippine government continues to modernize public services under its digital transformation agenda. Platforms like Link.BizPortal were developed to create a single access point for national and local government services, reducing red tape and improving efficiency.
Data from government agencies show that digital transactions have steadily increased since the pandemic, as more citizens became comfortable using online services. However, access and adoption remain uneven, especially in far-flung areas. Officials believe partnerships with trusted financial institutions can help close this gap.
For farmers, small business owners, and overseas Filipino workers’ families, faster government payments also mean quicker processing of documents, benefits, and registrations. This can have a direct impact on livelihoods, especially in agriculture and local enterprises that rely on timely permits and clearances.
LANDBANK stressed that security remains a top priority. The use of Visa’s payment network is expected to strengthen fraud protection and ensure that transactions meet global safety standards.
As the country moves toward a more digital future, both LANDBANK and Visa expressed optimism that the partnership will help build trust in online government payments and encourage more Filipinos to shift away from cash.
The initiative marks another step toward simpler, faster, and more inclusive public services—bringing government closer to the people through technology.
