Farmers, researchers, and agricultural companies conducting pesticide field trials will now face stricter monitoring after the Fertilizer and Pesticide Authority (FPA) issued Memorandum Circular No. 2025-28, titled “Enhanced Monitoring of Field Trials Conducted Under Experimental Use Permits (EUP).”
The new circular aims to strengthen the government’s oversight of experimental pesticide use across the country. The move comes as part of the FPA’s ongoing efforts to ensure public safety, environmental protection, and responsible pesticide management amid the growing demand for more sustainable and science-based farming practices.
According to the FPA, the circular outlines enhanced procedures and compliance requirements for all ongoing and future field trials conducted under EUPs. These trials are usually carried out by agrochemical companies or research institutions to test the effectiveness and environmental impact of new fertilizer or pesticide products before commercial release.
Under the updated guidelines, field trial proponents must now undergo closer inspection and submit detailed progress and compliance reports to the FPA. This ensures that all activities are aligned with environmental laws, biosafety regulations, and good agricultural practices.
