Along the busy streets of Caloocan, Malabon, Navotas, and Valenzuela, where businesses thrive and communities grow, the Department of Environment and Natural Resources (DENR) has taken firm steps to ensure that progress does not come at the cost of the environment.
This October, the DENR Metropolitan Environmental Office (MEO)–North conducted compliance monitoring inspections on selected establishments across the CAMANAVA area. The initiative aims to check if businesses are following the country’s main environmental laws and securing the required permits.
Inspecting businesses for a cleaner environment
The inspections were done based on lists submitted by local government units (LGUs), identifying businesses that had been granted permits to operate but had not yet undergone environmental compliance checks. These lists were forwarded to the Environmental Management Bureau – National Capital Region (EMB-NCR) to guide the DENR’s inspection efforts.
During the visits, DENR-MEO North reminded business owners and representatives about their legal responsibilities, especially in securing environmental permits and complying with regulations.
Inspectors also took time to explain the process and requirements needed to align with existing laws. These include:
-
Republic Act 9275 – Philippine Clean Water Act of 2004
-
Republic Act 9003 – Ecological Solid Waste Management Act of 2000
-
Republic Act 6969 – Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990
Helping businesses understand their environmental role
The DENR emphasized that these inspections are not just for identifying violations. More importantly, they serve as a platform for education, technical support, and strengthening partnerships with the business community.
“Businesses, along with households, are among the main sources of solid and hazardous waste in urban areas,” said a representative from MEO–North. “That’s why it’s essential that they understand their role and comply with environmental laws.”
The DENR also highlighted the importance of early compliance to avoid penalties and help businesses transition toward more sustainable practices. During the inspection, technical staff provided guidance to ensure that establishments are well-informed on how to apply for necessary environmental permits such as:
-
Environmental Compliance Certificates (ECC)
-
Permit to Operate for pollution control devices
-
Hazardous waste registration
Joint effort for a greener Metro Manila
The DENR-NCR assured the public that more inspection rounds will follow as part of their broader campaign to clean up and green Metro Manila. Officials said the goal is not simply enforcement, but collaboration — to build strong partnerships between the government, the private sector, and local communities.
“Environmental protection is a shared responsibility,” the agency stated. “Creating a safer and cleaner Metro Manila requires everyone’s active participation.”
As climate challenges continue to grow and urban pollution worsens, efforts like these are crucial reminders that economic growth must go hand-in-hand with environmental responsibility.
