At a conference room buzzing with ideas, experts from the Department of Agriculture gathered to map out the future of the country’s livestock and dairy sectors. Farmers and industry stakeholders watched as officials discussed practical ways to improve animal farming, support facilities, and strengthen rural livelihoods.
The Philippine Carabao Center (DA-PCC) and the Philippine Center for Postharvest Development and Mechanization (DA-PhilMech) recently explored strategies to implement Republic Act No. 12308, also known as the Animal Industry Development and Competitiveness Act (AIDCA). This law aims to boost the competitiveness, sustainability, and productivity of the livestock and dairy industries in the Philippines.
During the consultations, DA-PhilMech highlighted its role in providing mechanization, modern equipment, and facility development to support livestock programs. Upgrading farm infrastructure, processing facilities, and postharvest systems is seen as essential to increase efficiency, reduce losses, and improve the quality of meat and dairy products.
DA-PCC, as the lead agency for carabao and dairy development, presented plans to strengthen breeding programs, improve herd management, and expand community-based livestock services. Collaboration with PhilMech ensures that mechanization and technology are integrated into farm operations, making livestock production more efficient and resilient.
The discussions also touched on workforce training, innovation adoption, and infrastructure support to help farmers meet market demands. Officials stressed that combining technical know-how with improved facilities would enhance both productivity and income for rural communities.
Livestock farming and dairy production remain critical to the country’s food security and rural economy. According to government data, millions of Filipino farmers rely on livestock for income, while carabao-based milk products contribute to both local consumption and niche markets. Programs under AIDCA aim to strengthen these sectors by promoting competitiveness, quality standards, and sustainable practices.
By aligning policy, mechanization, and on-the-ground support, the DA hopes to modernize the livestock industry while ensuring that small and medium farmers benefit from new technologies. The approach combines technical guidance, equipment access, and infrastructure improvements as a holistic strategy.
Officials say that effective implementation of RA 12308 will require strong partnerships among national agencies, LGUs, farmers’ cooperatives, and the private sector. Ongoing coordination ensures that mechanization, training, and infrastructure projects respond directly to the needs of livestock communities.
With these plans, DA-PCC and DA-PhilMech aim to create a more productive, resilient, and competitive livestock sector. Farmers can look forward to better tools, improved facilities, and support systems that help increase output and income while maintaining animal welfare and sustainable practices.
