QUEZON CITY – Emotions ran high during the closing ceremony of the 11th Fisheries Scientific Conference as Dr. Lilian Garcia, former executive director of the Department of Agriculture – National Fisheries Research and Development Institute (DA-NFRDI), received the inaugural “Dr. Deogracias V. Villadolid Special Recognition Award” on September 25, 2025.

The moment was both proud and humbling for Garcia, a respected figure in Philippine fisheries science. In front of colleagues, researchers, and government officials, she expressed deep gratitude for the recognition and immediately dedicated the award to the entire NFRDI team.

“This is not just my award,” she said. “This is for everyone who has worked quietly, tirelessly, and faithfully in our mission.”

A Leader’s Message for the Future

Dr. Garcia, who led the NFRDI through some of its most transformative years, offered more than just thanks. She delivered a heartfelt challenge to the next generation of fisheries scientists and public servants.

“Be strategic. Invest in people. Strengthen systems. Work with heart,” she said. “Leadership is not about the position—it’s about the purpose.”

Her words struck a chord among many in the room, especially young professionals just starting their careers in the sector. She reminded them that research must not stay on paper—it must guide real solutions, policies, and practices that improve lives, protect marine resources, and secure the country’s food future.

Honoring a Legacy in Science and Service

The award given to Dr. Garcia is named after Dr. Deogracias V. Villadolid, considered the father of fisheries education in the Philippines. Villadolid’s legacy includes establishing the country’s first fisheries school and pushing for science-based approaches to aquaculture and marine conservation.

By receiving the first award bearing his name, Garcia is now part of that legacy—a bridge between the pioneering past and the future of sustainable fisheries.

Why This Matters

The Philippines, as an archipelagic country, depends heavily on its seas for food, jobs, and culture. The fisheries sector supports over 1.6 million workers, according to the Philippine Statistics Authority. But it also faces growing challenges: climate change, overfishing, pollution, and dwindling fish stocks.

NFRDI plays a critical role in researching solutions and recommending policies to secure the future of this vital sector. Leaders like Dr. Garcia have helped make sure that science is not just academic—but applied, practical, and responsive to real problems.

A Lighthouse in the Storm

In closing her message, Garcia left a powerful image that captured her vision for the agency and the sector:

“Let research guide practice. Let purpose guide leadership. Let service guide everything,” she said. “Let NFRDI be not just a research institute—but a lighthouse in the storm, guiding the sector toward sustainability, food security, and national resilience.”

As the ceremony ended, the applause wasn’t just for Dr. Garcia—but for the hope that her words and leadership continue to inspire meaningful change.
