Applause and pride filled the grand ballroom of The Manila Hotel on November 12, 2025, as leaders from across the government gathered for the Career Executive Service Conference (CESCON). Among the honorees was Assistant Director Denise A. Solano of the Department of Agriculture–Bureau of Soils and Water Management (DA-BSWM), who was officially certified as a Career Executive Service Eligible (CESE).
The CES eligibility is one of the highest recognitions granted to public officials in the Philippines. It affirms a leader’s competence, integrity, and commitment to ethical public service. For Solano, this achievement marks an important milestone in her decades-long career in agricultural development and environmental management.
Asst. Director Solano has been a key figure in advancing the bureau’s initiatives on soil conservation, sustainable land use, and water resource management—programs vital to ensuring food security and climate resilience for Filipino farmers. Her leadership has been instrumental in the implementation of various government projects that promote soil health and efficient irrigation, especially in drought-prone areas.
In a statement, officials from DA-BSWM congratulated Solano for her exemplary service and dedication to public welfare. “Her certification as a Career Executive Service Eligible is a reflection of her hard work, professionalism, and deep sense of duty to the agricultural sector,” the bureau said.
The Career Executive Service Board (CESB) grants the CESE certification to senior government officials who pass a rigorous evaluation process assessing their managerial skills, policy understanding, and ethical leadership. The recognition allows them to join the ranks of the country’s top career executives, entrusted with leading national programs and agencies.
