In the rural towns of La Union and Pangasinan, local farmers and dairy producers eagerly await improvements that can boost their livelihoods and provide fresh milk to their communities. From October 6 to 10, 2025, the Philippine Council for Agriculture and Fisheries (PCAF) took a close look at the Philippine Carabao Center’s (PCC) efforts under the Intensified Community-Based Dairy Enterprise Development (ICBDED) Project.
The PCAF team, led by the Project Development Section under the Planning, Monitoring, and Knowledge Management Division, worked alongside PCC staff to validate the progress of the project on the ground. They visited dairy box outlets, inspected forage production improvements, and checked on the distribution of equipment meant to support local dairy businesses.
The ICBDED Project aims to strengthen community-based dairy enterprises by providing the tools, knowledge, and infrastructure needed for sustainable dairy farming. This initiative supports the government’s broader goal of increasing local dairy production, reducing reliance on imports, and improving food and nutrition security for Filipinos.
By closely monitoring the project’s implementation, PCAF ensures transparency and accountability, helping farmers benefit directly from government programs. This validation visit also encourages collaboration between agencies and communities to address challenges and improve strategies for rural development.
The work done through the ICBDED Project is a key step toward a more resilient dairy sector that can uplift the income of farmers, provide affordable dairy products, and contribute to a healthier nation.
