In quiet offices and laboratories, long hours of research and study often go unseen. But behind the scenes, public servants continue to sharpen their skills to better serve Filipino communities that depend on agriculture and fisheries for their livelihoods.
The Department of Agriculture–National Fisheries Research and Development Institute has congratulated two of its personnel for successfully completing their graduate studies, marking another step toward strengthening science-based policy and research in the fisheries sector.
Kathlene Cleah Benitez of the Integrated Research Laboratory earned her Master of Environment and Natural Resources Management from the University of the Philippines Open University. Her studies focused on sustainable management of natural resources, a field that plays a vital role in protecting marine and coastal ecosystems while ensuring food security for future generations.
NFRDI said Benitez’s training supports the institute’s mandate to conduct research that balances environmental protection with fisheries development. Her academic background is expected to help improve research programs related to ecosystem management, conservation, and climate resilience.
Meanwhile, Tyronne James Buico of the Planning, Policy and Information Division completed his Master of Development Policy at the Korea Development Institute School of Public Policy and Management in South Korea. His degree included concentrations in Sustainable and Inclusive Growth and International Development.
Buico finished his studies under the Korea International Cooperation Agency Scholarship Program, which supports scholars from developing countries in gaining advanced knowledge in policy and development. According to NFRDI, his international exposure provides valuable insights into how other countries design and implement policies that promote inclusive growth.
The institute said Buico’s training will strengthen its policy analysis and planning functions. This is especially important as the fisheries sector faces challenges such as climate change, declining fish stocks, and the need to balance economic growth with environmental protection.
Fisheries remain a critical source of food and income for millions of Filipinos, particularly in coastal and rural areas. Government agencies like NFRDI play a key role in ensuring that policies and programs are guided by sound research and evidence.
NFRDI conducts studies on fisheries resources, aquatic ecosystems, and post-harvest technologies.
