Known for her unwavering dedication, Mabale devoted her life to strengthening the Philippine dairy industry and supporting local farmers.
During her tenure, Mabale spearheaded reforms that left lasting impacts on the agency and the broader dairy sector. She played a pivotal role in integrating the NDA into the Coconut Farmers and Industry Development Plan (CFIDP) and oversaw the development of a corresponding five-year implementation plan. She also helped secure the Implementing Rules and Regulations of the Dairy Safety Regulations under the Food Safety Act of 2013, ensuring higher standards in milk production and consumer protection.
Under her leadership, the NDA achieved ISO 9001:2015 certification through TÜV Rheinland Philippines, institutionalizing quality management and promoting good governance across the agency. These milestones strengthened the foundations for local milk production, enhanced the welfare of dairy farmers, and improved the efficiency and accountability of NDA operations.
