On an ordinary workday inside government offices, employees often juggle reports, recommendations, and briefings—each one needing clarity, accuracy, and urgency. For many, these documents shape the policies that directly affect millions of lives. That’s why the Department of Environment and Natural Resources – National Capital Region (DENR-NCR) is stepping up efforts to strengthen the skills of its workforce.
In line with its mission to deliver more effective and accountable public service, DENR-NCR, through the Manila Bay Site Coordinating/Management Office (MBSCMO), recently conducted a training on how to properly prepare Completed Staff Work (CSW). This training aims to improve how employees craft official documents based on thorough research, proper analysis, and data-driven recommendations.
The event was led by Engr. Henry P. Pacis, Officer-in-Charge Assistant Regional Director for Technical Services of DENR-NCR. In his opening remarks, he emphasized the importance of CSW in government operations. According to Pacis, a well-prepared CSW helps decision-makers create smart, responsible, and timely actions that benefit the public.
“Completed Staff Work is more than just paperwork. It’s about providing decision-makers with clear, well-researched options based on facts and law,” Pacis said.
Joining the training as resource speakers were Jan S. Bautista, Chief of the Administrative Division, and Atty. Jofrank D. Riego, Chief of the Legal Division. They shared their expertise on the technical and legal aspects of writing official documents, offering practical guidance on how staff can improve the quality and consistency of their outputs.
Participants included representatives from the MBSCMO, MBSCMO Survey Team, and Planning Officers from the four Metropolitan Environmental Offices (North, East, West, and South). The training focused on helping staff create reports that are organized, logical, and useful for policy formulation and implementation.
The training also highlighted how good governance starts with competent staff who are committed to excellence in public service. By strengthening internal capacities, DENR-NCR hopes to deliver more responsive and people-centered environmental programs.
This initiative reflects the agency’s ongoing commitment to professionalism and service quality. As part of the broader Battle for Manila Bay campaign and the goal of building sustainable cities, DENR-NCR continues to equip its personnel with the skills and knowledge needed to make a meaningful impact on communities.
