Residents of Barangay Arkong Bato, Valenzuela City, gathered this week to learn how they can help protect the environment as the Department of Environment and Natural Resources (DENR) – Metropolitan Environmental Office (MEO) North held its “Dalaw Turo” session under the Manila Bay Rehabilitation Program.
The event aimed to raise awareness among residents about the current state of Manila Bay and the importance of proper waste management in keeping communities safe and sustainable. Representatives from DENR MEO–North explained the agency’s mandate and discussed major environmental laws, including the Philippine Clean Water Act of 2004 (Republic Act 9275) and the Ecological Solid Waste Management Act of 2000 (Republic Act 9003).
Speakers also tackled urgent environmental issues such as marine litter and climate change, emphasizing how improper waste disposal harms waterways, livelihoods, public health, and safety. They reminded participants that every piece of trash thrown in the streets could eventually reach rivers and the sea, worsening pollution in Manila Bay.
During the activity, Estero Ranger Dexter Alvarez shared his experiences working on the ground to keep esteros and rivers clean. He explained that Estero Rangers serve as partners of barangays in enforcing environmental laws and monitoring waterways. However, he also stressed that the responsibility for waste management lies mainly with the local government and residents themselves.
Alvarez urged the community to practice waste segregation at home, support barangay clean-up drives, and participate in local environmental projects. “Hindi namin kayang mag-isa. Kailangan ang tulong ng bawat residente para mapanatiling malinis ang ating kapaligiran,” he said.
The “Dalaw Turo” program is part of the DENR’s continuing effort to promote environmental education across Metro Manila. Through lectures, interactive discussions, and community engagement, the program seeks to inspire collective action for a cleaner and greener future.
MEO–North said it will continue bringing the Dalaw Turo campaign to more barangays and sectors in the region, aiming to build stronger partnerships between the government and the public in rehabilitating Manila Bay. The initiative aligns with the national goal of nurturing sustainable cities and protecting natural resources for future generations.
