The applause filled the hall at De La Salle Araneta University as alumni, families, and public servants stood to recognize two names that have long been associated with dedication and service. For many in attendance, the moment was more than a personal achievement. It was a reminder that years of quiet work in government can leave a lasting mark on farmers and communities across the country.
The Department of Agriculture–Bureau of Soils and Water Management announced that Director Gina Parde-Nilo, PhD, and former Director Engr. Pablo M. Montalla were honored as Outstanding Alumni in the Public Sector by De La Salle Araneta University. The recognition was formally conferred during the university’s 80th Grand Alumni Homecoming on January 31, 2026, at the DLSAU Malabon Campus.
The award recognizes alumni who have shown exemplary leadership and commitment to public service. For the DA-BSWM community, the honor highlights decades of work aimed at improving soil health, water management, and agricultural productivity nationwide.
The recognition came at a meaningful time. DA-BSWM is marking its 75th year of service, while DLSAU is celebrating its 80th anniversary. For Director Parde-Nilo, the year also marks 45 years of continuous service in government. She was further recognized as a DLSAU Jubilarian, an honor given to alumni who have demonstrated long-standing excellence, loyalty, and service to their alma mater.
Director Parde-Nilo graduated in 1981 with a Bachelor of Science in Agriculture, major in Soil Science, earning Cum Laude honors. She also shared that she was a beneficiary of the Study Now, Pay Later Program, which helped many Filipinos pursue higher education. She credited this opportunity, along with faith and perseverance, for shaping her journey in public service.
Under her leadership, DA-BSWM strengthened the National Soil Health Program, bringing services closer to farmers across the country. Among the key initiatives she led were the establishment and upgrading of mobile soil laboratories, systematic soil monitoring, and large-scale demonstrations of sustainable soil and land management technologies. These include the Adaptive Balanced Fertilization Strategy program, which aims to improve crop yields at lower cost while protecting soil quality.
These efforts have helped address long-standing issues such as land degradation, drought, and declining soil fertility. They have also supported climate change mitigation and adaptation, while promoting better use of natural resources and protecting biodiversity. For many farmers, improved access to soil testing and practical guidance has translated into better harvests and more stable income.
Former Director Engr. Pablo M. Montalla was likewise recognized for his contributions to public service and leadership in the agriculture sector. His work helped strengthen institutional programs that support farmers and advance science-based decision-making in government.
Both awardees acknowledged the support of their families. Director Parde-Nilo paid tribute to the unwavering support of her late husband and her children, while Engr. Montalla was accompanied by a family member during the ceremony. Their stories underscored the role of family and community behind years of public service.
Anchored on the theme “Transcending 80 Years of La Sallian Legacy, Hope, and Vision,” the celebration reflected the values that continue to guide the honorees’ work. Their achievements stand as an example to young professionals and students who aspire to serve the country through agriculture and environmental stewardship.
