Early in the morning in Pampanga, scientists, farmers, fisheries experts, and government officials gathered in one venue with a shared goal: to strengthen the future of agriculture and fisheries in the Philippines. Conversations filled the halls as participants exchanged ideas on how research and innovation can help farmers produce more food, protect natural resources, and improve rural livelihoods.

From March 11 to 13, 2026, the Department of Agriculture, through the Bureau of Agricultural Research (DA-BAR), led the National Agri-Fishery Research for Development Summit (NAFRDS) in Pampanga. The three-day event served as a national platform where leaders from government, research institutions, universities, and the private sector discussed key challenges and opportunities in the country’s agriculture and fisheries sector.

The summit aimed to strengthen collaboration and guide the direction of research for development (R4D) in agriculture and fisheries. Participants shared studies, technologies, and policy recommendations that could help farmers and fishers adapt to modern challenges such as climate change, rising production costs, and increasing food demand.

Officials from the Department of Science and Technology (DOST), the Commission on Higher Education (CHED), and other national and regional partners joined the discussions. Together with scientists and industry stakeholders, they explored ways to align research priorities with the needs of communities, markets, and government programs.

Research for development plays a critical role in improving farm productivity and sustainability. Through scientific studies, new crop varieties can be developed to resist pests and diseases. Modern farming techniques can reduce costs and increase yields. In fisheries, improved breeding technologies and better resource management can help sustain fish stocks while supporting the livelihoods of coastal communities.

During the summit, experts also highlighted the importance of turning research results into practical solutions that farmers and fishers can use in the field. Many innovations remain underutilized because they are not widely shared or properly implemented. By strengthening coordination between researchers, government agencies, and local communities, the country can ensure that valuable discoveries reach those who need them most.

The NAFRDS also served as a venue to align national research priorities with the government’s broader goals for food security and rural development. Agriculture remains a major source of livelihood for millions of Filipinos, especially in rural areas. However, the sector continues to face challenges such as extreme weather events, supply chain disruptions, and limited access to modern technologies.

By bringing together different sectors, the summit encouraged partnerships that could accelerate innovation. Universities and research institutions can provide scientific knowledge, while private companies can help scale technologies and deliver them to farmers. Government agencies, meanwhile, can support policies and funding that turn research ideas into real-world solutions.

For many participants, the gathering was not only about sharing research results but also about building a stronger network committed to improving the agriculture and fisheries sector.

As the summit concluded, organizers emphasized that continued cooperation and investment in research are essential to ensure stable food supply, stronger rural economies, and a more resilient agricultural sector for the Philippines.
