Audit by TUV SÜD checks if BAFS still meets global quality standards for agriculture and fisheries

In its continuing effort to improve services for farmers, organic producers, and industry partners, the Department of Agriculture – Bureau of Agriculture and Fisheries Standards (DA-BAFS) is once again seeking to secure its ISO 9001:2015 recertification, proving its commitment to quality, transparency, and efficiency in public service.

On October 3, 2025, the agency underwent a repeat audit conducted by international certifying body TUV SÜD to assess whether it still meets the global standards for a Quality Management System (QMS). This certification ensures that DA-BAFS processes are reliable, consistent, and customer-focused.

The ISO 9001:2015 certification covers key functions of BAFS, including:

  • Development of Philippine National Standards for agriculture and fishery products

  • Accreditation of Organic Certifying Bodies

  • Registration of Organic Soil Amendments (OSA) and Organic Bio-control Agents (OBCA)

  • Monitoring of certified farmers’ groups under the Participatory Guarantee System (PGS)

The audit team, led by Ms. Zipporah Bernardo and Mr. Orlan Tiongzon, closely reviewed the operations of various BAFS units. These included the Top Management, Standards Development Division, Organic Agriculture Division, Technical Services Division, and the Administrative and Finance Services.

After a full-day evaluation, the audit team gave a recommendation for recertification, meaning BAFS remains on track to receive its ISO renewal. However, auditors also identified five Opportunities for Improvement (OFIs). These are areas where BAFS can further strengthen its processes to better serve its stakeholders.

DA-BAFS welcomed the results, saying the audit not only helps validate their performance but also serves as a tool for growth. “We are fully committed to addressing all OFIs to enhance operational control and continue our journey of improvement,” a representative from the agency stated.

First certified in 2017, DA-BAFS has maintained its ISO status for eight years, aligning with international quality standards while delivering public service focused on food safety, product quality, and organic agriculture compliance.
