Farmers across the Philippines are being urged to stay vigilant after reports of unauthorized individuals offering services related to a government-funded irrigation project. The Bureau of Soils and Water Management (BSWM) issued a formal warning on March 2026 regarding false claims about the Supply, Delivery, and Installation of Solar Powered Irrigation Systems (SPIS) under the FY2025 Locally Funded Project – IB NO: BSWM-2026-02-018.

The BSWM clarified that all procurement activities for the project strictly follow Republic Act No. 12009, also known as the New Government Procurement Act. This ensures that every purchase, contract, and installation is conducted transparently and through official channels. The agency emphasized that any claims from unauthorized individuals or groups should be disregarded to prevent fraud or misuse of public funds.

“We strongly advise farmers and stakeholders to coordinate only with the authorized BSWM Bids and Awards Committee (BAC) Secretariat,” a BSWM official said. “Engaging with unauthorized parties could lead to financial loss or involvement in irregular activities.”

The SPIS project is designed to provide solar-powered irrigation systems to local farmers, improving water access and boosting crop production. Such initiatives are critical in helping communities adapt to climate challenges and ensure reliable irrigation during dry periods.

BSWM stressed its zero-tolerance policy for irregularities and unethical practices. The bureau also reminded the public that official updates and announcements are posted only through PhilGEPS postings and the BSWM Procurement Facebook page. This ensures that all stakeholders receive accurate and verified information regarding the project.

Farmers are encouraged to report any suspicious offers or solicitations to BSWM immediately. By staying informed and following proper channels, communities can help protect the integrity of government projects and benefit from programs meant to improve agricultural productivity.
