This year, as the Bureau of Plant Industry turns 96, the spotlight shifts to the people behind these efforts—especially women and young Filipinos shaping the future of agriculture.

As part of its 96th anniversary celebration, the Bureau of Plant Industry (BPI) is highlighting the vital role of women and youth in horticulture and agriculture. Among those recognized is Department of Agriculture Assistant Secretary for Policy and Regulations Atty. Paz J. Benavidez II, whose leadership has brought pride to the country on the global stage.

In 2025, Benavidez made history as the first Filipina elected Chairperson of the Food and Agriculture Organization Commission on Genetic Resources for Food and Agriculture (CGRFA). Her election signaled the growing influence of women in international leadership, particularly in shaping policies that protect and responsibly use genetic resources for food and agriculture.

Genetic resources include seeds, plant varieties, and other biological materials that are essential for food production. Protecting these resources is critical to food security, especially as climate change brings stronger typhoons, droughts, pests, and diseases that threaten crops. Global cooperation in this field helps countries prepare and adapt to these challenges.

Benavidez’s leadership at the CGRFA places the Philippines at the center of important discussions on how nations can conserve biodiversity while ensuring farmers have access to resilient and productive crops. Her achievements did not come overnight. Benavidez previously served as Director of the Bureau of Plant Industry from 2014 to 2016.
