QUEZON CITY – The hum of activity filled the conference hall as veterinary officials and border control officers from across Southeast Asia gathered in Quezon City on December 10, 2025, for a three-day Training Workshop on Emergency Management and Disaster Response. The event focuses on simulation exercises (SimEx) designed to strengthen preparedness against transboundary animal diseases.

Co-organized by the Philippines through the Department of Agriculture-Bureau of Animal Industry (DA-BAI) and the World Organisation for Animal Health (WOAH) Sub-Regional Representation for Southeast Asia, the workshop brings together experts from countries including Timor Leste to share knowledge and enhance regional cooperation.

The opening program was attended by Dr. Christian Daquigan, Officer-in-Charge of DA-BAI, and Dr. Benjamin Albarece, Assistant Secretary for Ruminant Livestock, who highlighted the government’s commitment to improving emergency preparedness in the animal health sector.

In his keynote address, Dr. Constante Palabrica, DA Undersecretary for Livestock, Chief Veterinary Officer, and WOAH Delegate, underscored the Philippines’ leadership in regional animal health preparedness. He emphasized the importance of collaboration in preventing and controlling major transboundary diseases such as African Swine Fever, Avian Influenza, Foot and Mouth Disease, Lumpy Skin Disease, Peste des Petits Ruminants, and rabies.

Philippine delegates actively participated in the workshop, sharing experiences and best practices. Dr. Joshua Cruz of the Animal Health and Welfare Division presented the country’s experience in conducting simulation exercises, providing valuable insights for regional colleagues and fostering practical learning.

The SimEx training is designed to improve coordination, rapid response, and risk communication during animal health emergencies. By practicing real-life scenarios, veterinary authorities can better anticipate challenges, allocate resources efficiently, and prevent the spread of diseases that threaten food security and livelihoods in the region.

Through hosting and co-organizing this event, the Philippines reaffirms its commitment to strengthening animal health systems, enhancing regional solidarity, and protecting communities from the impact of major livestock and poultry diseases.
