Under the bright lights of the boardroom in Manila, five public servants stood with raised hands, ready to take on bigger roles in government service. After the regular flag-raising ceremony on Monday, February 16, the National Tobacco Administration (NTA) formally welcomed newly promoted and newly appointed officials in a ceremony at its Central Office.
Administrator and Chief Executive Officer Belinda S. Sanchez led the oath-taking rites. The event was held in a blended format, with some participants attending in person and others joining virtually. Senior officials also witnessed the ceremony, including Deputy Administrator for Support Services Benedicto M. Savellano, Administrative Department Manager Dinah E. Pichay, Finance Department Manager Milagros C. Tiu, and Officer-in-Charge of the Administrative Services Division Michell P. Nacpil.
Anthony C. Lewis was sworn in as the new Department Manager III of the Internal Audit Department. His appointment is expected to strengthen the agency’s internal controls and financial oversight. Internal audit units play a key role in ensuring transparency, proper use of funds, and compliance with government regulations.
Four employees also received promotions in recognition of their service and performance. Resty C. Cambe was promoted to Department Manager III of the Abra Branch Office. Rochelle C. De Peralta advanced to Internal Auditor V under the Internal Audit Department. Chryzl Hireeze Marie P. Estacio was promoted to Accountant V in the Finance Department. Leonora Nudo assumed the position of Chief SRS PDD in the Industrial Research Department.
The National Tobacco Administration is a government-owned and controlled corporation attached to the Department of Agriculture. It is tasked with regulating and promoting the growth of the tobacco industry while safeguarding the welfare of tobacco farmers. The agency also oversees programs funded through tobacco excise tax shares, which support agricultural development in tobacco-producing provinces.
Officials said leadership changes and promotions are part of the agency’s efforts to strengthen governance and improve public service delivery. With evolving challenges in agriculture, research, and financial management, the NTA continues to push for efficiency and accountability.
The presence of senior managers during the ceremony highlighted the importance of teamwork within the agency. According to NTA officials, professional development and merit-based promotions are vital in building a strong and credible institution.
For many tobacco-growing communities, effective leadership at the NTA directly affects the implementation of support programs, research initiatives, and livelihood assistance. Strengthened audit and finance units, in particular, help ensure that funds intended for farmers are properly managed and delivered.
The ceremony concluded with congratulations and expressions of support for the newly appointed and promoted officials. As they assume their new roles, expectations are high that they will uphold integrity and contribute to the agency’s mission.
Public service, officials reminded attendees, requires both competence and commitment. With renewed leadership, the NTA aims to continue serving farmers and stakeholders with transparency and dedication.
