In farming communities across the Philippines, access to quality fertilizers and pesticides can mean the difference between a good harvest and a failed crop. Ensuring these products are safe, affordable, and effective is a concern for every farmer.
The Fertilizer and Pesticide Authority (FPA) is inviting stakeholders to join a public consultation on House Bill No. 6964, titled “An Act Strengthening and Modernizing the Regulatory Framework for Fertilizers, Pesticides, and Other Agricultural Chemicals, Restructuring the Fertilizer and Pesticide Authority, and for Other Purposes.” The session is scheduled for February 19, 2026, from 9:00 a.m. to 12:00 p.m., and will be conducted via the Zoom platform.
House Bill 6964, now under review by the House Committee on Agriculture and Food, aims to modernize the FPA to better serve farmers and the agriculture sector. The proposed measure seeks to improve regulatory efficiency, ensure product quality and affordability, strengthen enforcement against illegal or unsafe agricultural chemicals, and reorganize the agency to enhance service delivery.
The public consultation will allow farmers, cooperatives, distributors, and other stakeholders to provide input and feedback on the bill. The FPA stressed that community participation is crucial to making sure the law addresses real challenges in the field. These include access to high-quality inputs, prevention of counterfeit products, and support for sustainable farming practices.

FPA officials emphasized that the consultation is part of a broader effort to ensure a stable supply of fertilizers and pesticides while promoting responsible and safe use. By involving stakeholders in the legislative process, the agency hopes to create policies that are responsive to farmers’ needs and aligned with sustainable agricultural development.
For many farmers, improved regulations mean more predictable costs, safer products, and better yields. The consultation is a chance for the agriculture community to have their voices heard and help shape a law that can benefit livelihoods across the country.
