Inside the campus of the University of Southern Mindanao, researchers and officials gathered with a shared goal: to strengthen science-based solutions for farmers and rural communities. The meeting marked a new step toward using data and research to improve agriculture and livelihoods in Mindanao.

The Department of Agriculture–Philippine Carabao Center at the University of Southern Mindanao and the USM Satellite Socio-Economic Research and Data Analytics Center formally sealed a research partnership through the signing of a Memorandum of Understanding on January 30. The agreement aims to boost collaboration in research, data analysis, and policy support that can directly benefit the agriculture sector and nearby communities.

The partnership brings together DA-PCC’s expertise in livestock and dairy development and USM Satellite SERDAC’s strength in socio-economic research and data analytics. By working together, the two institutions hope to generate evidence-based studies that can guide better programs and decisions for farmers, especially those involved in carabao-based enterprises.

USM Satellite SERDAC is a research center supported by the Department of Science and Technology through the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development. The center focuses on research, education, extension work, and data-driven policy development. Its studies cover areas that have a direct impact on communities, including agriculture, rural development, and socio-economic growth.

DA-PCC officials said the partnership will help deepen understanding of the real conditions faced by farmers and livestock raisers. Through joint studies, surveys, and data analysis, the institutions aim to identify gaps in productivity, income, and access to services. These findings can then be used to improve existing programs and design new interventions that respond to actual needs on the ground.

The Philippine Carabao Center plays a key role in promoting dairy development and improving carabao production in the country. Its programs support small farmers through technology transfer, training, and herd improvement. By linking with a research and data analytics center, DA-PCC expects to strengthen the monitoring and evaluation of its projects and measure their impact more accurately.

Officials from both sides stressed that reliable data is essential for effective policy-making. In many rural areas, decisions are often made with limited information. Through this partnership, they aim to provide clearer insights that can support local governments, national agencies, and development partners in crafting better agricultural and rural development policies.

The collaboration is also expected to benefit students and young researchers at the University of Southern Mindanao. Joint research activities, training, and knowledge sharing can help build local expertise in agricultural economics, data analysis, and community-based research.

Agriculture remains a major source of livelihood in Mindanao, but farmers continue to face challenges such as low productivity, rising costs, and climate risks. Partnerships like this are seen as important steps toward addressing these issues through science, innovation, and collaboration.

As the agreement takes effect, both institutions expressed commitment to ensuring that research outputs do not stay on paper but are translated into practical solutions that improve farm productivity and rural incomes.
