Before planting season begins, many Filipino farmers prepare their land the hard way—breaking hard soil layers with tools that are often uneven in quality. Poor equipment can lead to higher fuel costs, weak soil preparation, and lower harvests. A new government standard aims to change that by setting clear rules for farm machinery quality.
The Department of Agriculture–Bureau of Agriculture and Fisheries Standards (DA-BAFS) has officially approved and published a new Philippine National Standard (PNS) for subsoilers, titled “Subsoiler — Specifications” or PNS/BAFS 416:2025. The new standard sets clear manufacturing and performance requirements for subsoilers used in Philippine farms.
A subsoiler is a farm implement designed to break compacted soil beneath the surface without turning it over. This helps improve water infiltration, root growth, and overall soil health. It is especially important in areas where soil has hardened due to repeated use of heavy machinery or long years of continuous cropping.
DA-BAFS said the new PNS aims to ensure that subsoilers sold and used in the country are safe, durable, and effective. With clear specifications, farmers can expect better performance from equipment, while manufacturers are guided on minimum quality requirements.
The development of the standard was led by DA-BAFS in close coordination with a Technical Working Group composed of experts from government, the private sector, and other stakeholders. The document was prepared following the official formatting and editorial rules under the DA-BAFS Standards Development Division Standardization Guide No. 1, which governs how Philippine National Standards are written.
According to agriculture officials, standardization plays a key role in modernizing Philippine farming. Poor-quality or mismatched equipment can damage soil, increase operating costs, and reduce farm productivity. By setting national standards, the government helps protect farmers from substandard products and promotes fair competition among manufacturers.
The new subsoiler standard is also expected to support sustainable farming practices. Proper subsoiling helps improve soil structure, reduce surface runoff, and increase the soil’s ability to hold water. These benefits are crucial as farmers face more frequent droughts and heavy rains linked to climate change.
DA-BAFS noted that the standard will also help guide government procurement and machinery support programs. When agencies provide equipment to farmers’ groups, cooperatives, or local governments, the PNS can serve as a benchmark to ensure public funds are spent on reliable and efficient tools.
For farmers, especially smallholders, access to quality equipment can mean better yields and lower production costs over time. While not all farmers own subsoilers, many benefit from shared machinery services or cooperatives. Clear standards help ensure that shared equipment performs well and lasts longer.
The DA continues to encourage stakeholders to familiarize themselves with newly approved standards, as these are part of broader efforts to strengthen food security, farm productivity, and farmer income.
As Philippine agriculture moves toward mechanization and climate-smart practices, officials said clear and practical standards like PNS/BAFS 416:2025 are essential to building a more resilient and competitive farm sector.
