DA Chief Visits Kalinga to Boost Rice Support

Rows of freshly harvested palay filled warehouses in Tabuk City as local farmers watched government officials inspect rice procurement operations aimed at strengthening the country’s food supply and supporting farming communities.

Francisco Tiu Laurel Jr., secretary of the Department of Agriculture, visited Duplex, Tabuk City in Kalinga together with James Edduba and Caroline Agyao to personally observe the ongoing procurement of palay from local farmers.

During the visit, the officials also witnessed the distribution and selling of quality yet affordable rice to vulnerable sectors as part of the government’s continuing food security efforts.

The inspection focused on the palay procurement operations and warehouse facilities managed by the National Food Authority. Officials said the activity forms part of the government’s broader strategy to strengthen local rice buying, maintain sufficient buffer stocks, and ensure stable rice supply nationwide.

Agriculture officials emphasized that increasing the purchase of locally produced palay can help protect farmers from unstable market prices while supporting the country’s goal of improving food security. The government continues to encourage farmers to sell directly to authorized procurement centers to ensure fair pricing and faster transactions.

Kalinga remains one of the important rice-producing provinces in the Cordillera region, with many families depending on rice farming as their primary source of livelihood. Local officials said stronger procurement programs can help improve farmer income while encouraging continued agricultural production.

The National Food Authority plays a major role in maintaining the country’s rice reserves, especially during emergencies, natural disasters, and periods of supply instability. Warehouses and procurement centers are regularly monitored to ensure proper storage and sufficient rice stocks.

During the inspection, officials discussed the importance of improving warehouse operations, maintaining grain quality, and ensuring that affordable rice reaches low-income and vulnerable communities. Government representatives also highlighted the need for continued cooperation between national agencies and local government units in supporting farmers.

The visit comes as the country continues efforts to strengthen the agriculture sector amid challenges such as rising production costs, climate-related disruptions, and concerns over food affordability. Officials said programs focused on local procurement and buffer stocking are important in helping stabilize rice supply and market prices.

Farmers who participated in the activity expressed hope that stronger government support would continue, especially during harvest seasons when farmgate prices often fluctuate.

As the government pushes for long-term food security, officials stressed that supporting Filipino farmers and strengthening local rice production remain among the country’s top priorities.
