DA-BAR Holds Policy Workshop in Quezon City

Inside a busy training hall in Quezon City, agriculture experts, researchers, and regional officers spent four days working together to strengthen one important goal — creating better policies that can help Filipino farmers face the growing threats of climate change.

Staff members from the Department of Agriculture – Bureau of Agricultural Research, together with representatives from the Climate-Resilient Agriculture Office and regional focal persons, completed an intensive policy brief writing workshop held from May 18 to 21, 2026 in Quezon City.

The workshop aimed to improve the participants’ skills in translating research and field data into clear and effective policy recommendations for government leaders and decision-makers. Organizers said the activity is part of the government’s continuing push to strengthen climate-smart agriculture programs across the country.

During the four-day training, participants learned how to prepare concise policy briefs that explain complex agricultural and climate issues in a simple and actionable way. Experts guided the attendees on research communication, policy analysis, and evidence-based writing to help ensure that scientific findings can be used in shaping national and local agricultural programs.

Officials said policy briefs play an important role in addressing the challenges faced by Filipino farmers and fisherfolk, especially as climate-related disasters continue to affect food production. The Philippines remains one of the countries most vulnerable to extreme weather events such as typhoons, floods, droughts, and rising temperatures.

According to agriculture officials, stronger policies are needed to help farming communities adapt to changing weather patterns, protect livelihoods, and maintain stable food supplies. Programs related to climate-resilient farming, sustainable water management, crop diversification, and disaster preparedness are among the priorities being promoted by the Department of Agriculture.

The workshop also encouraged collaboration among regional focal persons who shared experiences and best practices from different parts of the country. Participants discussed local agricultural challenges and explored ways to improve coordination between research institutions, local governments, and farming communities.

Government agencies continue to highlight the importance of research and development in improving the agriculture sector. By strengthening policy communication, officials hope that scientific studies and field innovations can more quickly reach communities that need support.

The activity forms part of the broader efforts under the national government’s “Bagong Pilipinas” campaign, which promotes stronger institutions, sustainable development, and food security for Filipino families.

As climate challenges continue to grow, agriculture leaders emphasized that informed policies and stronger cooperation will be key to protecting the country’s farmers, ensuring stable food production, and building resilient communities for future generations.
