As government offices open their doors to the public this week, many Filipinos are being encouraged to take a closer look at how public service works. From online consultations to open-house activities, the government aims to strengthen trust and improve communication between agencies and citizens.

The Department of Agriculture (DA) has joined the nationwide celebration of Open Government Week from May 18 to 22, 2026, supporting efforts to promote transparency, accountability, and public participation in governance.

Open Government Week is a global initiative led by the Open Government Partnership (OGP). The program brings together governments, civil society groups, and ordinary citizens to encourage more open and responsive public service. During the weeklong event, government agencies across the country hold activities that allow the public to access information, raise concerns, and participate in discussions about government programs.

The celebration is also supported by Proclamation No. 916, signed in 2025, which officially declared the third week of May every year as Open Government Week in the Philippines. The proclamation aims to strengthen transparency, innovation, and citizen engagement in government operations.

Further support came through Memorandum Circular No. 119, which directed all national government agencies, government-owned and controlled corporations, state universities and colleges, and local government units to actively participate in programs promoting transparency and accountability.

Under the circular, agencies are also encouraged to hold an “Open Government Day” or “Open House Day.” During these activities, government offices and facilities may be opened to the public to improve understanding of government services and encourage direct communication with citizens.

The Department of Agriculture, through its attached agencies such as the Agricultural Training Institute, said the initiative supports the government’s broader goal of building a more people-centered and responsive public sector.

The celebration also coincides with Ease of Doing Business Month every May under Proclamation No. 818. The program seeks to improve government efficiency and reduce delays in public transactions, especially for businesses, farmers, fisherfolk, and other sectors that rely on government services.

For many Filipinos, especially those in rural communities, easier access to government information and services can help improve livelihoods and strengthen confidence in public institutions. Advocates of open governance believe that stronger public participation can also help reduce corruption and improve the delivery of programs and assistance.

As Open Government Week continues, officials hope more citizens will take part in consultations, activities, and discussions that encourage transparency and cooperation between the government and the people.
