Sunlight streamed into the BAFE office as staff gathered to recognize one of their own during Women’s Month. At the center of the celebration was Ms. Lourdes “Lulu” C. Bonifacio, the youngest division chief of the Bureau of Agriculture and Fisheries Engineering (BAFE), whose dedication has left a lasting mark on the agency.

Since joining BAFE in 2019 as a Planning Officer, Ms. Lulu quickly rose through the ranks. By 2020, she became Officer-in-Charge of the Human Resource Management Section, while also taking on the responsibilities of a legal officer. Her meticulous review of house bills and legal documents from the Department of Agriculture’s Department Legislative Liaison Office (DA-DLLO) and the Philippine Congress has helped keep agricultural policies at the forefront of national legislation.

Under her leadership, critical agricultural bills have progressed with precision and care, reflecting her commitment to both policy and people. Colleagues note her ability to balance professional demands with inspiring teamwork, creating a culture of excellence and accountability within the bureau.
